Hope you'll find this helpful.
Step 1. Of course, the first thing you need to do is to launch Photoshop, then, open an image that you want to apply some liquid text on it. In this tutorial, I will be using this wood texture. You can use this if you like, you can right click the image and select "Save target as..." and then open this in Photoshop.

Step 2. After that, we are going to make some water droppings, the kind of effect we want to add to our text. So, go to the Layers Palette and click the "Create a new layer" button. Reset your color swatches to black and white or simply press the "D" key. Go to Filter > Render > Clouds.

Step 3. Next, go to Image > Adjustments > Brightness/Contrast.. and drag the Brightness slider to -38 and Contrast to 100. Making our new layer looks like the image below.

Step 4. Since we are currently making water droppings, we are going to utilize the white area on our canvas as the additional effect to our text. Go to Select > Color Range and follow the settings below.

Step 5. Now, press Delete key to remove the dark area of our image. Then, press Ctrl + D to deselect.

Step 6. Because we are going to place our text at the center of our image, we have to move some elements in it towards the side of our canvas. So, go to the toolbox and choose the Polygonal Lasso tool and make a selection like the one being shown below. After that, press the Move tool ("V" key) and move it towards the side of the image area. Press Ctrl + D to deselect.

Step 7. Okay, time to make some text. In the Toolbox, select the Horizontal type tool. In the Options bar select the kind of font you like to use. I'm using "x-files" font (you can use any font you want or you can also go to dafont.com for more fonts.) Now, set the font to your desired size and set the font color to white. then type your text. In this case I will be typing dust and scratches.
After typing, click the Move tool and position your text at the center of the image area.
Note: If you want to make more adjustments to your text go to Window > Character or you can press Ctrl +T.
Step 8. Next is you have to Rasterize Type. Go to the Layers Palette and right click the text layer and select Rasterize type. and then press Ctrl + E to merge the text layer to Layer 1.
Step 9. Double click the merged layer (Layer 1). Select Bevel and Emboss and follow these settings.
Step 10. Change the Blending Mode to Multiply and lower the Master Opacity to at least 68%.
So finally, here is a look at the end result of what we have been working.
Enjoy!
