Here's how:
Step 1. Launch Photoshop and open this photo (image reduced to 800 x 536 pixels from the original).
You can download this image from this link. It's a very large file so be sure to reduce image size to 800 x 536 pixels like the one I am using in this tutorial.Double click Background Layer and click OK when the New Layer Menu pops up. This will turn the Background Layer to Layer 0.
Step 2. Next, at the bottom of the Layers Palette, click the Create a new layer icon. This will become Layer 1. Go to Image > Canvas Size... (Alt+Ctrl+C) and change width to 850 pixels and height to 600 pixels.
Step 3. Select the Paint Bucket tool in the Toolbox and change foreground color to #663300 and apply it to the new layer. Then go to Filter > Noise > Add Noise. Amount = 50%, Tick Gaussian and Monochromatic. Click OK.
Step 4. Go to Filter > Blur > Motion Blur... Distance = 32 pixels. Click OK.
Step 5. With Layer 1 still selected, Ctrl + click thumbnail (that square next to the eye icon) of Layer 0 to load selection. Then, Select > Inverse and press the Delete Key on your keyboard. Then Ctrl + D to deselect.
Step 6. Go to Image > Trim. Click Transparent Pixels, Top, Bottom, Left and Right. Hit OK when you're done.
Step 7. Then, drag Layer 1 below Layer 0. Click Layer 0 to select. Go to Edit > Free Transform (Ctrl + T), in the Options Bar change the values of width and height to 90% and 85%. Press Enter or click Commit Transform icon at the end of the Options Bar.
Step 8. Select Layer 1, Ctrl + click thumbnail of Layer 0 to load selection, press the Delete Key. Then, Ctrl + D to deselect.
Step 9. Select Layer 0, go to Edit > Free Transform, in the Options Bar change the width to 70% and the height to 65%. Then Commit Transform or press Enter.
Step 10. Double click Layer 1 to bring out the Layer Style Menu. Click Bevel and Emboss. Change Technique to Chisel Hard and Size to 7. Click OK.
Step 11. Then click Create a new layer button in your Layers Palette. This will be Layer 2. Grab the Paint Bucket tool, change foreground color to #894c2d and apply it on your new layer. Then drag Layer 2 below Layer 1.
Step 12. Double click Layer 2 to bring out Layer Style Menu. Click Bevel and Emboss.
Click Texture and choose Nebula (64 x 64 pixels) and adjust Scale to 7 and Depth to -50 and tick Invert. 

Step 14. Click Create a new layer again. This will be your Layer 3, change foreground color to #ef7802, select the Paint Bucket tool and apply it to your new layer. Select the Rectangular Marquee tool (M) and make a selection just a little bigger than the photo.
Then, go to Select > Inverse. Press Delete. Ctrl + click thumbnail of Layer 0 to load selection, Press Delete and then deselect (Ctrl + D).
Then double click Layer 3 to bring Layer Style Menu, click Bevel and Emboss, in the Highlight Mode set color to #ef7802. 
Done! You already have this simple photo frame.
Now, to lighten this do the following...
Step 15. Click Layer 1, go to Image > Adjustments > Brightness/Contrast...
Step 16. Click Layer 2, go to Image > Adjustments > Brightness/Contrast...
Go to Image > Adjustments > Color Balance...
And here's the final product.
