Here's how.
Step 1. Launch Photoshop an open the image (underexposed) that you want to fix. For this tutorial, I will be using this photo of my two nieces having fun in the snow.

Step 2. Then, duplicate your image by pressing Ctrl+J and in the Layers Palette change blend mode to Screen.
See? That's how easy it is to brighten up your gloomy photos.
Now, to brighten up more you have to duplicate again. So, press Ctrl+J. Duplicate it many times until you'll reach your desired result.
Step 3. To bring back (maybe a little of) the original background that you lost during duplication of your layer, click the Add Layer Mask button in the Layers Palette.
Step 4. Then, go to the Tool box, change your foreground color to black (#000000), grab the Brush tool, in the Options bar adjust brush size and lower Opacity to a minimum ( around 15 - 30% ). In adjusting brush size, use "[" or the "]" keys for your convenience. After that, start brushing on areas you want to bring back.
Step 5. For additional adjustment, you can use Curves or Brightness and Contrast.
